I've seen structures around the country which are covered with scaffolding and then the scaffold is wrapped with a fabric printed with advertising on the outside. It serves as a safety barrier to stop people falling off and any debris falling onto anyone, but it also is a great way to advertise a company or product. It would be a great way for a sponsor to advertise on the unfinished corner structure. The material is perforated in order to allow the wind to pass through so it doesn't rip.

Was going to be a restaurant, on at least one floor, with a huge pillar right in the middle of it, so quite how there could have been a "Top Table" that everyone can see would have been quite hard,
