Taxman can't stop it. They are two entirely different companies and the directors of the new company are not directors of the old one. Legally its 2 people unconnected with the old business starting up a new one and the old company's debts are nothing to do with them. The morals of it are of course a different matter but legally they're doing nothing wrong.

I think this is why they want to cleat HMRC debt first before admin to save any further issues with them.

Usually the HMRC are the ones who dont get paid , dont forget the money they collect is actually ours

Who is actually signing these players is it the old company or the new one ? If its the W crusaders, how can they sign and register players when they are not in the league YET !

And if it's not the new company, do you have a question? What if all these deals were actually agreed months ago with the old (existing) company? We can all make up 'what if' scenarios for Crusaders and every other club. It ain't hard and it certainly ain't clever.
